I know new and efficient ways of tackling road problems are difficult, some people say tarmac has a short life span. Motorists mention about pot holing and ways to avoid. Due to impact loading the road is always difficult to design. The treatment  method might be more costly but new methods can be introduced initially for new road building. There are other options for tackling new pot holes using cut sections of the road pavement. I understand altering small areas is difficult and needs better considerations, others will say the long term costs are tackled with new designs.
